Non drop tomes

Latest change makes it so that any found tome is non drop and non trade. Meaning you need to farm veil on the character you want the tome found on, additionally you can end up finding an already used tome on the same character.

Also some classes have a much harder/less efficient time farming veil makes it next to impossible to fully tome some classes. Making item(s) this difficult to obtain is bad for the game. I think the non drop tomes should be reverted until a better solution is found.

Tomes should be quested in my opinion. Character development should be a grind yes, but not one locked behind the worst RNG ever.

tbh i see no reason to have tomes in the game,

if anything just unlock few new levels every so often thats available to everyone
